PRESS RELEASE
11 March 2011
Contracts for maintenance and multiple small works can now be assessed under CEEQUAL
First CEEQUAL Term Contract Awards go to Skanska UK, Network Rail, North London Gas Alliance, National Grid, the Highways Agency and Connect Plus
CEEQUAL, the assessment and awards scheme for improving sustainability in civil engineering and the public realm, is launching a new version for Term Contracts.
The first Term Contracts Awards will be presented on Monday (14 March) to Skanska’s FTN/GSM-R programme for Network Rail, to the North London Gas Alliance contract for National Grid, and the Highway Agency’s M25 maintenance operations contract with Connect Plus.
CEEQUAL rigorously assesses performance across 12 areas of environmental and social concern, including project management, community relations, ecology and biodiversity, energy and carbon, water, waste and transport issues and related sustainability factors.
CEEQUAL Terms Contracts specifically applies to maintenance and multiple small works contracts. This will enhance the CEEQUAL scheme which has already evaluated the design and construction of more than £16.7 billion worth of civil engineering and public realm projects in the UK and overseas.
Roger Venables, Chief Executive of CEEQUAL, explains:
“In some civil engineering or public realm activities undertaken over a term of three, four or five years, there can be multiple works orders a month for each individual type of work. Not only is the nature of the work often different from projects, its procurement and management also differ.
“CEEQUAL has long been an important tool for project clients, civil engineering consultancies and contractors wishing to show their commitment to sustainability. However, for a high proportion of infrastructure such as highways, railways, sewers, bridges and similar works, design and construction is only a small part of the lifecycle of the development. So for some time we have been seeking to extend the CEEQUAL methodology into the period of subsequent maintenance. After a major development period involving many prospective users of CEEQUAL Term Contracts, we now cover the full range of infrastructure and civil engineering work undertaken by the industry.”
CEEQUAL Term Contracts uses the same structure and overall approach as CEEQUAL for projects, although some parts have been adapted to take into account the different parameters for a term contract.
CEEQUAL Term Contracts will be launched on Monday (14 March) at a seminar at the Institution of Civil Engineers with a presentation by Ian Nicholson, CEEQUAL’s Technical Manager.
Nigel Sagar, Senior Sustainability Manager at Skanska UK, will demonstrate the benefits of this new scheme in practice. He will explain Skanska’s involvement in the development of the scheme and how Skanska plans to use it on a daily basis.
The manual for Term Contracts, with all the relevant information and advice for project assessors, will also be available free to download from the CEEQUAL website via www.ceequal.com/downloads.htm.
The launch event will be followed by a dinner to present the first CEEQUAL Outstanding Achievement Awards, celebrating projects that have demonstrated the highest performance in terms of sustainability.

Notes
- CEEQUAL was originally developed by a team led by the Institution of Civil Engineers (ICE) and part-funded by the ICE Research and Development Enabling Fund and the UK Government.
- Since the Scheme’s launch in late 2003, more than 70 final and more than 40 interim CEEQUAL Awards have been made to a very wide range of civil engineering and public realm projects. Almost all projects that have received an Award are listed on the CEEQUAL website.
- CEEQUAL measures how far beyond minimum legal compliance towards pinnacle best practice the project team has performed. There are four grades to the Awards: Pass, Good, Very Good and Excellent.
- The Scheme is run through CEEQUAL Ltd, owned by a group of organisations that were actively involved in the development of the Scheme, including the ICE, the Association for Consultancy and Engineering, the Civil Engineering Contractors’ Association and the Chartered Institution of Water and Environment Management.
