Project summary
The Colwyn Bay Waterfront Project forms part of a wider regeneration programme within Colwyn Bay, and seeks to combine a much needed upgrading of the coastal defence mechanisms along the waterfront with regeneration works to the adjacent promenade.
The Phase 1b Promenade Enhancement Works ran for 8 months and was the latest stage of work which completed phase one of the Colwyn Bay Waterfront Project. This focussed on a stretch of promenade approximately 350m in length between the recently completed Porth Eirias bistro / watersports building and the old Victoria Pier, with work also carried out on the underpass which links the promenade with the Town Centre beyond.
As with previous phases of the Waterfront Project, achieving high standards of sustainability and environmental performance was a target from the outset. The Phase 1a Flood Defence works had received a CEEQUAL rating of ‘Very good’ and Porth Eirias achieved a BREEAM rating of excellent.
The benchmark of both the design ethos and commitment to attaining the highest levels of environmental performance and sustainability have now been set for future phases of the Project and the CEEQUAL process will continue to be used to monitor and chart the strive for continued improvement.
Challenges faced and Achievements
Physical Resources Use & Management
| Although not mandatory in Wales, a Site Waste Management Plan was produced to identify areas for maximising material efficiencies. The old seawall was crushed and used as construction fill, greatly reducing the material removed from site as waste and the amount of fill which needed to be transported to site. The old timber slat to the seating on the old seawall were removed and provided to the Council’s harbourmaster to be reused for seating repairs elsewhere in the County. |  |

The existing street lighting columns were all replaced with energy efficient LED units. These were dual headed to improve the level of lighting on the highway and also the promenade itself. As part of the landscaping works undertaken on the Town Link, to improve security the existing, overgrown vegetation was cut back and new lamp columns were introduced. This has improved sight lines and the safety of pedestrians during darkness, addressing a concern put forward by local residents and councillors. Extensive planting has also taken place to create a more welcoming approach to the Town and promenade. |
Other environmental measures
The principle contractor, Galliford Try, implemented environmental safety measures; all fuel bowsers were bunded and positioned a minimum of 10m from the high tide line, eco-friendly cabins were used on site and all non-subcontractor plant was fitted with Bio Oil.
To what extent did the use of CEEQUAL influence your project?
The CEEQUAL process was incorporated into the scheme from the beginning of the design phase, which provided opportunities to identify and research design solutions, alternative materials and construction methods which would potentially benefit the scheme. The evidence tracker created by Project Officers provided a tool to record the development of these proposals from initial concept through to implementation.
